- Inform the students, found to have difficulties in reading, of the importance of the program and the need to improve their reading skills. The teachers and students should ensure that the at-risk students are willing to take part in order to promote the acceptance of the program and ensure its success. (Elkind, 2010).
- Ensure the at-risk students participate actively in the reading program through the use of reading games, reading challenges, awards and other participatory-learning procedures to ensure the students are actively involved in the program.

The direct beneficiaries of the Success through Reading program are the at-risk students of Cass Technical High School, that experience reading difficulties currently amounting to 150 students. Other indirect beneficiaries of the program are other students in the school who also experience reading problems but are not necessarily at-risk students.
Statement of Need
The Cass Technical High School has 350 students in total. 150 of these students have been determined to be at-risk students that have reading difficulties and lag behind in their school performance. Some of these students have also been diagnosed with learning disabilities such as dyslexia, attention deficit disorder (ADD), and difficulties that are language-based. If these students are not provided with the reading skills, they are in dire need of, they are very likely to drop out of school or be truant as studies indicate. (Richardson, 2008).
There will be regular conduction of standardized reading tests at the beginning of the Success through Reading program and also at the completion of the school year to note whether there is an improvement and the level of the improvement in the reading skills of the at-risk students in the program. (Richardson, 2008).
Having the experience of three years of continuous functioning of the Success through Reading program, it is expected that by the end of the year 2016, when the first students of the program will be graduating, the reading skills of the at-risk students will have tremendously improved with increased reading speeds, proper attention spans and total comprehension of reading content. The improvement of the reading skills of such vulnerable students will be an important step in their final transition into economically self-sufficient and reproductive adults in the society.
